lawful Proxy of the undersigned, with full power of substitution for, and in the name

of, the undersigned, to act on behalf of the undersigned at the Annual Meeting of said

Association to be held on August 29, 2020 at 1:00 PM at Stewart-Howell Park, Decatur Island, Anacortes, WA 98221. This Proxy shall remain valid for any date to which the Annual Meeting may be adjourned in the event that a quorum is not present, in person or by proxy, on August 29, 2020.


This proxy shall be valid until revoked, or for a period not to exceed six months from the date it was signed, whichever period is shorter.


This proxy shall be deemed revoked by the personal attendance of the undersigned at

the Annual Meeting or on any date to which the Annual Meeting shall be adjourned.

This Proxy shall also be deemed revoked in the event that the undersigned shall sign any

Proxy with a date later than the date of this Proxy.  The Proxy with the later date shall

be the one utilized for voting purposes, irrespective of the date of postmark.

Virtual Annual Meeting Update

Dear DSCA Members, 

Unfortunately, it appears we were too optimistic in announcing plans for an in-person annual meeting at the park. Given that San Juan County is still in Phase Two of reopening, which does not yet allow for outdoor gatherings, we are now making plans to hold this year's annual meeting via conference call. Instructions for joining the call via phone or web browser are included below.

This is new territory for us as an association. Our hope is to move efficiently through the agenda that was mailed to members earlier this month. That agenda has also been posted in the News section of the DSCA website:

Please Weedwhack Around Your Water Meter
To All Water System members.
As Spring moves into summer, please keep the vegetation around your water meter down low to facilitate the reading of those meters.  There are several this month that will be charged the extra dollars because John Burbidge had to clear the vegetation before he could read the meter.  Weed whacking charges are $10.00 per instance.

Annual Member Meeting Update

Dear Decatur Shores Members -- 

 We wanted to share a quick update about our upcoming annual meeting this summer. Due to the continuing uncertainty around COVID-19, and specifically the restrictions on gatherings of more than 50 people, we are pushing back the date of this year's annual meeting to Saturday, August 29th. 

 Hopefully by late August we can maintain the tradition of gathering in the park for our meeting. As the date approaches we'll re-confirm that the meeting can indeed proceed on August 29th and share more information about the agenda, including instructions for assigning a proxy if you are unable to attend in person. Please let us know if you have any questions or concerns.

DSCA Annual Membership Meeting
The DSCA BOD met recently and discussed the annual membership meeting usually held in July.  Due to the current COVID situation, the BOD will be making a decision as to whether to postpone the meeting in the near future.  Please check back for updates.

Dock Pier Repairs/Completed !
Dear DSCA Members:

On Monday, March 16th, our first round of pier maintenance is scheduled to begin, Carlson Construction will be replacing a number of the most deteriorated pier surface boards, along with the corresponding railings.

Our hope is that this work will take two days or less. If possible, please avoid the DSCA pier on Monday the 16th and Tuesday the 17th. If you do need to use the pier, please be patient and expect delays. The contractors will do their best to accommodate use of the pier during construction, but please plan for additional time or delays if you are arriving or departing via the pier.

If there are any changes to the construction schedule we will communicate those via email as quickly as possible. Please be sure Sandi has your updated contact information to stay in the loop.  Her email is
CC&R Revision Has Passed
The recent vote on a revision to the CC&R's to allow chickens in Decatur Shores has passed.  The paperwork is now in process to file the document vote CC&R Revision with the County.  Thank you all for your votes. 
CC&R Clarification
For those who have questioned or commented on the CC&R Revision ballot process, please note the following: 

Someone has to certify that all signatures are in fact those of the property owners and the Notarization is in fact protection for the person providing that Certification.   If all ballots were being cast in person at a DSCA meeting, and the parties were known to the certification, this process might be revised.  But, since it is being handled by mail, the attorney providing the certification is requiring it as well as the need to meet county requirements.

The notary requirement is required on all items to be recorded with the county that are tied to specific properties / legal descriptions to authenticate that the owner of record has actually signed the document or is a party to the document.

The State requires that all notaries must charge a fee of at least $10.00 and indicate the fee in their notary journal.  There can be no favoritism in this service.  If you are on island and would like a notary, please contact Sandi Smith or Jan Fantel.

The CC&R revision ballot came to pass because earlier this year, it was found that a member was in fact raising chickens within the DSCA boundaries.  Nothing was done because it was not offensive to that member's neighbors.  However, a complaint did come in made by another member.  This information was presented to the general membership at the 2019 Annual Meeting.  The members then voted to place the question before all of the members as a CC&R revision since current CC&Rs do not allow chickens.

DSCA is following the process for CC&R revisions as outlined in the Washington Administrative Code.

Bear Travels to Decatur
The San Juan Island traveling bear has made it to Decatur.  He was spotted this morning on Fauntleroy Point.  Apparently he is making use of bird feeders and hummingbird feeders.  Please take them down until he has decided to move on to greener pastures.  A video of him can be seen on the Decatur Island Facebook group.
We Are Up and Running
The new DSCA Website is officially launched.  Those that have requested logins have been issued initial passwords and now have access to the site.  You are free to change those passwords.  When you do, please make sure you create a strong password to keep our site safe.

Payment Problems
Please remember that dues payments and water system payments to DSCA may not be comingled. 

Several water system payments have come in added to the dues payment checks.  This is not in accordance with DSCA requirements. 

Please write separate checks for each.   Thank you !

For those of you who haven't remitted your dues and water system payments yet. No worries. This is just a reminder not to combine them into one check. There must be no co-mingling of the accounts. Several payments have come in that way and it has become a bit of a problem.
